Texas, for example, has gotten along just fine without authoritarian bureaucrats telling the people what they can or cannot do on private property.

Third option: Illegal.

So I mean eventually one will (and in this case already have) be caught. So it's not too bright because all the time, effort, and resources will all go to waste.

If a person doesn't like the rules of the neighborhood/city/area/etc. they shouldn't live there.

That is what the courts are for. Someone infringing on your property rights, you take them to court and sue their ass.

So basically the person with the most money wins? Why bother with the years it could take and you may not win if you have a shitty lawyer? Get some rules down so you don't have to bother. As I said, lesser of two evils.

Now I know your first instinct as an American is to sue but not everything is a court case :P
