Third option: Illegal.

So I mean eventually one will (and in this case already have) be caught. So it's not too bright because all the time, effort, and resources will all go to waste.

If a person doesn't like the rules of the neighborhood/city/area/etc. they shouldn't live there.

I was primarily thinking about the wealthy who already own property in other countries.

The non-wealthy would probably be denied entry into the countries they think they'd like to adopt as their new home due to strict immigration policies. Rather ironic and amusing.

Can you demonstrate such a case? People were complaining about wind farms being erected in rural areas. One of the complaints was that it was going to cause property values to decrease. Anecdotally, I removed anything within sight of wind farms from my possibility list because I think wind farms are awful looking. The county assessor evaluated property values over multiple years (IIRC) and found that property values increased.

He said later in the week that a 37.6 percent rise in market value near the 145 windmills is simply a reflection of the overall real estate climate throughout the county.

I was shocked when I read that.

No, in the majority of countries the person who loses the court case has to pay the court fees - that is why they don't take people to court unless they are pretty much guaranteed to win. Every western democracy apart from the US follows this rule.

It's known as The English Rule. It stops frivolous lawsuits and the person with the most money winning.
