Running latest plasma-desktop-5.16.5 on systemd. KDE is initialized with an .xinitrc script.
The problem has presisted for some time, but now really started being annoying after I switched from xorg.conf files to kscreen. No settings in the kscreen program presist after restarting the DE. Same behaviour can be seen in the start menu where the favourites seemingly roll back after a restart, but not in the desktop widget posistions.
Deleting ~/.config does not affect the problem.

Have you tried the following to see if it makes a difference?:

$ rm ~/.local/share/kscreen/*

Interesting, because it exists in my amd64 installation and a file in it is altered if I change a setting in kscreen. Perhaps that's your problem?

I got curious on this, so I looked, and do have /home/wrc/.local/share/kscreen, and it was created, accessed, and modified, all on May 26,2017 10:31:56, possibly from when I installed this Gentoo, but I also might have installed this partition 5-7 years ago- just don't know.

I've never had any problems, and since it's never been modified/accessed in all this time I guess this is deprecated, and/or irrelevant?

wtf? I havent done any software updates or touched anything since making this thread, only installed powerdevil and the saving works now. I restarted the DE and ~/.local/share/kscreen just got created.
It just works : ^ )
