Code:
*** No rule to make target `modules'.  Stop.

shows up after i do make menuconfig, make && make install_module. Is this something that could cause modules to not load? What does the error mean?

Since the modules target in the makefile is inside an "ifdef CONFIG_MODULES" block, it means you must not have enabled that option in the kernel.

I am doing my 3rd reinstall. Which module option do I need to enable? I have "force module load" option enabled.

the handbook says :
Quote:
Code Listing 2.8: Compiling the kernel
# make && make modules_install
if your typo was made in the chrooted terminal, as well as here, you should try the handbook command.

recommend menuconfig be:
Quote:
[*] Enable loadable module support --->
--- Enable loadable module support
[ ] Forced module loading
[*] Module unloading
[ ] Forced module unloading
[ ] Module versioning support
[ ] Source checksum for all modules
[ ] Module signature verification
