One thing to keep in mind when reading this is I've included quite a bit of stuff in code format, much of it may be unnecessary. I have a habit of leaving out details and try to compensate for it.

I've just chrooted in from overclockix amd64 (based off of knoppix). I would use the gentoo minimal install iso, gentoo live dvd hybrid, knoppix cd, knoppix dvd, except for problems with networking- I have a r8168 gigabit integrated lan that I don't think was working well with the r8169 driver and it was "easier" to load a working iso, but that's a different problem anyway. I'm using a usb to boot, configured with unetbootin.

When running env-update (for the chroot sequence) I get this error. I would think the file is supposed to come later after portage is configured properly and such, but maybe not.

These are the instructions specific to non-gentoo installation media that I've been following. Aside from this I haven't done anything different from the handbook that I can think of. I've done everything except for the instructions specific to ubuntu with the /dev/shm link.

Boot from your LiveCD. Open a terminal and run su - so you can change your password. This lets you set the root password for the CD. You can now configure sshd for remote login, if you need to install Gentoo remotely. Next, you'll need to create the /mnt/gentoo mount point.
root # mkdir /mnt/gentoo

At this point, you can pick up with the standard install documentation at part 4. However, when you are asked to mount the proc system, issue the following command instead:
root # mount -o bind /proc /mnt/gentoo/proc

When you're ready to unpack the stage tarball in part 5, you will need to use a different tar command to ensure that proper group IDs are enforced on the unpacked stage:
root # tar --numeric-owner -xvjpf stage3-*.tar.bz2

If you are using Ubuntu, note that /dev/shm is a symbolic link to /run/shm. You must bind or create a tmpfs at this location (within the chroot path). On the system before chroot'ing:
root # mount --rbind /run/shm /mnt/gentoo/run/shm


This is to avoid a bug where Python sees sem_open() as broken (due to lack of /dev/shm) and Portage seeing that as an error (technically Python configuration would continue and build assuming POSIX_SEMAPHORES_NOT_ENABLED but this would lead to a very undesired Python build).

Once you're ready to chroot into your unpacked stage in part 6, you will need to use a different chroot command sequence. This ensures that your environment variables are properly setup.
Note
Some LiveCDs use a funny environment setup, hence the env -i option for cleaning it up to a reasonable state.

I'm fairly certain the filesystem is readonly, trying to save a txt file with nano results in "read only filesystem..." and this is what happens when I run emerge-webrsync

You really need to go back to the point where you mount /proc, /sys and /dev, and make sure you also mount the correct device for /mnt/gentoo before chrooting. On each step you can use "mount" without arguments and "df" to check. Check the mount points and the space that's supposed to exist under /mnt/gentoo (or whatever mount point you choose for gentoo).

So /proc isn't mounting properly, as it says "type none" (unless it's supposed to say that)?

The bzip2 error might be due to not having correctly set the system paths. You should run this BEFORE you run env-update:

The rest seems fine, but depending on how you formatted /usr/portage you might be running out of i-nodes even if there's still free space. So, if that happens again, try df -i and see.
