Is there a web portal I can use to see the base .config for 3.18?

Why not just make it yourself? If you have kernel sources installed, make defconfig should do what you want, and it will have the advantage of being relevant to your build architecture. A web portal may not offer configurations for all the possible architectures that Linux can run on.

Yes, but my question whether or not there is a web interface I can use to find the .config file that genkernel creates.
