I have two Gigabyte Brix 2807 devices. One is on the F2 BIOS and works headless and one is on the F7 BIOS and won't work unless a monitor is connected. Any ideas on how to get them both working headless?

Although not about my device specifically, the issue is discussed here:

The recognizes the attached monitor.

Try to downgrade the bios to a version that works without monitor.

Is there a source for old BIOS files? Gigabyte only makes the newest one available on their site.

I used the manufacturer's BIOS utility to extract the F2 BIOS from one device and flash it to the other device but now that device doesn't seem to boot and won't display anything on the screen. There doesn't seem to be a jumper on the device's PCB and I removed/replaced the battery but no change. Is there any hope for bringing this thing back to life? One device was hardware rev 1.1 and the other is rev 1.2 so I'm guessing the F2 BIOS is not compatible with rev 1.2.

If the BIOS chip is removable then you can order a new chip with whatever firmware you want from a eBay seller.

Can you post a picture of the Bios chip?

If you are experienced in soldering, you can try to unsolder the chip.
