When I attempt to enter that code, the emerge fails and I get the error:

Failed to emerge sys-devel/bc-1.06.95-r1

Please file a bug that the failure of configure did not abort the ebuild. It tried to compile bc, but it should have aborted when configure failed.

For the configure failure, please follow the instructions it printed:

!!! /var/tmp/portage/sys-devel/bc-1.06.95-r1/work/bc-1.06.95/config.log

If you need support, post the output of `emerge --info '=sys-devel/bc-1.06.95-r1::gentoo'`
If I were to guess, you misspelled a parameter in CFLAGS.

checking for C compiler default output file name... configure: error: C compiler cannot create executables :!:
See `config.log' for more details.

Does the compiler work?

Edit, I tested on my virtualbox under win10 "emerge -v1 =sys-devel/bc-1.06.95-r1" -- no error

I got it working - it was a rather dumb error, in my make.conf in with -O2 was done with a 0.
