I used to have the same problem as you have.

What you need to do is compile your graphics driver as a module and enable modesetting[*] If you wanted you could compile the driver as a built in [*]

Is not needed for Xorg to start.

Rename it to /etc/X11/xorg.conf_guff or whatever, so its not used at starup, then try again.
You will get a default USA setup but we cat fix that later.

I have enable the modesetting following the https://wiki.gentoo.org/wiki/Xorg/Guide, it does't work.
So I try to compile the driver as built in, but it cannot set as built in:

I'm sorry, I am on a 3.x kernel that is why I said to do that, I have yet to really mess around with the 4 series kernel.

As far as radeonfb you should disable it.

I run uname -a, but I can't see any changes there.

But when I list /boot/ folder, there only one kernel there.

Go back to where you are custom compiling the kernel and type

I know running make && make modules_install install is the same as what I just told you, but running it as one command never worked for me.

Yes, make for one line work for me, when I make install again, it don't compile again:

Because you re compiled the kernel so many times I thought that the system was using one of the older kernels that does not have frame buffer disabled.

Reboot and before running startx, or after the xorg error if x auto starts, try running

modprobe -r radeon


Then run startx

If that does not work is your xorg.conf completely blank?

That tells that your running kernel is thu first build the this kernel (genkernel may reset the counter) and it was built on Fri Aug 28 21:54:34 2015.

As you started out with genkernel, which makes you a fully modular kernel, depending on an initrd, you new kernel will may not boot, as you have not made it a initrd. If you made everything needed to mount root built in, then you are good.
