I am install amd64 and at the chroot point.

I get this when chrooting

livecd Gentoo # chroot /mnt/Gentoo /bin/bash
chroot: failed to run command `/bin/bash': Exec format error

What does this mean and how to fix?

Make sure to use the correct tarballs.

Wrong tarball downloaded or 32 bit kernel booted.

Pretty sure I have the correct tarbal but I will check it. How would a 32 bit kernel boot?

You must boot a 64 bit liveCD/USB to perform 64 bit install. If you, for instance, booted 32 bit Knoppix then you cannot install 64 bit Gentoo.
