Is it recommendable on an AMD64-System with multilib?

I'd say no. Why build all the 32-bit stuff you do not need, this is Gentoo after all.

Usually the reason would be bought binaries. I have one named Nassi that draws Nassi-Shneiderman diagrams from source codes.

I use to leave abi_x86_32 in a by package approach in package.use but it started to get too much troublesome to keep package by package. So I just setted up globally in make.conf. I think it depends on how much do you need 32 bit stuff.
