This stupid error message and error handling of systemd causes the computer to NOT shutdown once I shut it down - because it believes that it is still booting up !

obviously also doesn't help

There have been services/units during migration that failed and systemd only showed meaningless error messages that provided no detail of the failure,

this is NO exception in the consistency to do so :?

Is there a way to track down these "queued" units ?

It appears like

it's not handling crypttab listed devices well ...

Let's see what that does ...

... this been bugging me for weeks now

yeah,

that was it - not exactly user-friendly having to leave out those entries and mount the /home pool manually (ZFS)

but at least shutdown/reboot works now reasonably fast (at all !) and booting finishes up.

Great ! solving problems that weren't there in the first place

No more dead/inactive units - yeah !

Hm,

appears there was an issue with the igb driver (gigabit ethernet onboard PCIe card), too

where running e.g. ifconfig down and up wasn't working that gracefully and the system partially hang (the command couldn't be killed),

once NetworkManager attempted to shut the card down the system waited there for the timeout of several minutes,

and it eventually hang - both in reboot and shutdown attempting to do the final step :o

So the additional solution was to rmmod igb

and now finally shutdown and reboot appear to work reliable :?

Classic dependency chain / loading error ?

A service doesn't load and thus the others cannot be loaded ?

Anyway: I'm sorry, I cannot help you, I only used systemD for a very short amount of time and don't know much of the commands and internals (using openRC right now)

An important file who need to be understood and configure is /etc/systemd/logind.conf. It determine how Systemd beheave on a lot of things like kill or not kill users process at logout, what to do on idle, Suspend or not, Hibernate or not and so on.
Code:
man logind.conf

When NetworkManager.service is disabled, NetworkManager-wait-online.service need to be masked. It will fail because obviously, it depend on NetworkManager.service and is not disabled by systemctl with NetworkManager.service.
Code:
systemctl mask NetworkManager-wait-online.service

NetworkManager-wait-online.service will probably fail too if NetworkManager.service is enabled and fail.
