In the downloads page there is also a boot media named Admin CD. Is this an alternative for the minimal installation CD? What's the difference?

During installation (using minimal installation amd64 CD 20160310) , after running emerge-webrsync, there is still no profiles directory under usr/portage preventing me from selecting a profile. I still need to run emerge --sync after that to get the profiles list which makes the installation time much longer. If I'm not mistaken (installing Gentoo early last year) emerge-webrsync is enough. Why is it changed this way?

usually sysrescue cd is a decent installing media

you need to download a portage snapshot (check handbook for instruction)

sysrescue-cd or ubuntu live-cd installer cd are ways to install gentoo for myself.

serious you are wrong

emerge-webrysnc pulls a full snapshot of a given date, and sometimes fialed me very very badly in the past, years ago (you could even download a full snapshot yourself and untar it, its the same in my understanding, over 100mb downloaded and wasted every time)

emerge --sync only downloads teh difference from your current snapshot and the snapshot of the server. which is less data transfered.

sysrescue CD?? I'm asking about the admin CD which has about twice the size of the minimal installation CD. I can't find any docs about it.

About webrsync.
It must have something to do with the mirrors i chose. I actually tried installing Gentoo yesterday night and this morning with the same mirrors (I think it was Japan), webrsync does not download the profiles. I tried again just now using mirrors from Korea and webrsync also downloads the profiles.

the reason why i stopped using rsync is that many mirrors in europe hardly transfered any data or were dead.

I am using git and git works since i'm using it

misc_g ... as another user reported the same issue here yesterday you can probably assume its not something you're doing, but an issue with the tree, or snapshot. Generally it takes some hours for any fixes to propogate to the mirrors ... and by the sounds of things it was fixed.
