Actually it sounds like it is booting successfully.

What type of exotic video card do you have and did you follow the Gentoo wiki's instructions on setting up?

You can boot back up with your install media and chroot again to fix any problems. A reinstall won't be constructive. In fact, if you are dual booting from Arch you don't need to bother with install media at all. You just need the chroot package.

I install from my other partition with arch linux, i write from it. I can do chroot from it.

I follow the gentoo handbook amd64 and the systemd article.
https://wiki.gentoo.org/wiki/Handbook:AMD64
https://wiki.gentoo.org/wiki/Systemd

My VGA is ATI Radeon

Code:
lspci | grep VGA
00:01.0 VGA compatible controller: Advanced Micro Devices, Inc. [AMD/ATI] Wrestler [Radeon HD 7310]

Alt+PrintScreen+RSEIUB works ok when i boot

Code:
$ cat /mnt/gentoo/etc/portage/make.conf | grep VIDEO
VIDEO_CARDS="radeon"

The information you need is here https://wiki.gentoo.org/wiki/Radeon

Basically, you will need the radeon-ucode package. I didn't check your .config too carefully but it looks like you have the required options. Worth double checking that against the wiki while you install the firmware.

EDIT: I had an error im my /boot/loader/entries/gentoo.conf
