I have no enp7s3 interface after Gentoo installation, which is used for internet.

ifconfig -a says that there two interfaces:
lo and sit0.

Also I dont know why sit0 is here and for which purposes it can be used.

What I nned to do? Did I miss something in Kernel?

Probably you have missing kernel module for your ethernet card. You can post a lspci -k and kernel configuration in a pastebin?

You need to activate CONFIG_R8169=m or CONFIG_R8169=y in your kernel configuration. From menuconfig
Code:
Device Drivers  --->
     Network device support  --->
          Ethernet driver support) --->
               [*]   Realtek devices (NEW)
               <M>     Realtek 8169 gigabit ethernet support

Sorry I've not seen that you have two ethernet controller. For VIA ethernet you need CONFIG_VIA_RHINE=y or CONFIG_VIA_RHINE=m . From menuconfig
Code:
Device Drivers  --->
     Network device support  --->
          Ethernet driver support) --->
               [*]   VIA devices
               <M>     VIA Rhine support
