if i do "emerge -av @preserved-rebuild", emerge shows me this:

Not sure but is probably related with the news that you haven't read, probably this (try with eselect news read):

February 2016. [1] Following this, Ruby MRI 2.0 support will be
removed from Gentoo. We recommend updating to the 'ruby21' target as

Check the current setting via:

eselect ruby show

Change the current setting to Ruby MRI 2.1 via:

eselect ruby set ruby21

Packages can be reinstalled for ruby21 only by using the -N option of
emerge:

emerge -uvDNq world

I ran around with this a bunch this past weekend. At some point, I went in and explicitly removed ruby-2.0* and things got better. I suspect what we have here is what I would call an "obsolete slot", but I don't know if there is an official term for this. Because ruby-2.0 was slotted, installation of ruby-2.1+ doesn't remove it. But it's time for it to go away, and either there isn't a mechanism to do that, or something went wrong in the process.

Some installed packages can be remove and clear the way for preserved-rebuild to work.

Thanks, now if i run "emerge -ac" i see:
