I believe BFQ used to be available in the Genpatches for Gentoo-Sources (I think it required the "experimental" use flag), but was dropped once BFQ was mainlined in 4.12.

I'm not sure dropping the external patch makes sense though, since the external patch is the BFQ scheduler for the traditional single-queue block layer, while the mainlined version is for the new, still somewhat experimental blk-mq system. Blk-mq is newer and not as polished as the old block layer, and while it worked for a while after I switched to it in order to keep using BFQ, I was later bit in the ass by a blk-mq specific bug when I tried to set up a software RAID-1.

The official site for BFQ indicates that the single-queue patch-set is still being maintained even now that the multi-queue version has been mainlined. I guess I could manually patch it myself if I really wanted, but I still question why it was removed from the genpatches, given that the version that was mainlined is really not the same thing as what is in the patch. Right now, in order to use the traditional non-buggy single-queue block layer on a Gentoo-Sources kernel, I am forced to revert to CFQ scheduling.

I just realized that this topic is probably outside the scope of this forum as it seems to be for support questions. I'm not sure where else to put it though. Should I file a bug report instead?

If it needs to be moved, someone will come along and move it. As for filing a bug report, I would not characterize that as something to do "instead", more something to do in addition.
