Because android devices are accessible by only root.

dev-util/android-sdk-update-manager solves this problem with 80-android.rules.
80-android.rules assigns android group to android devices.

A non-root user can use adb by adding itself to android group.

Is there a clean way to use adb from dev-util/android-tools as a non-root user?

I installed now dev-util/android-tools, and my normal user can access to command adb.
Code:
$ adb devices
List of devices attached
xxxxxx        device

What is your phone? I have nexus 5. Perhaps, udev has a rule for your phone.

I tested with a Galaxy tab 2 (cynogenmod) and a moto g5 plus. I ddin't added any rules, as I can remember
