Hi All:
I was running kernel 4.9.34 and everything was working fine.
Followed my own kernel upgrade cheat sheet here:
eselect kernel list
eselect kernel set [#]
zcat /proc/config.gz > /usr/src/linux/.config
cd /usr/src/linux
make oldconfig
make menuconfig
mount /dev/sda2 /boot
make -j6 && make -j4 modules_install
make install
grub-install /dev/sda
cp /home/jserink/folders/downloads/backgroundPhotos/KidsPool.jpg /boot/grub/KidsPool.jpg
grub-mkconfig -o /boot/grub/grub.cfg
Everything built and worked fine, got into the new kernel and its fine, running for a few days.
i finally looked at why my laptop fan is on all the time and conky shows my CPU running at 2.98-3.00GHz.
i7z shows it running at ~1200-1600 MHz continuously when at 0% load when it should be at 800MHz.
Cpu speed from cpuinfo 2194.00Mhz
cpuinfo might be wrong if cpufreq is enabled. To guess correctly try estimating
Linux's inbuilt cpu_khz code emulated now
True Frequency (without accounting Turbo) 2194 MHz
CPU Multiplier 22x || Bus clock frequency (BCLK) 99.73 MHz
Socket [0] - [physical cores=4, logical cores=8, max online cores ever=4]
TURBO ENABLED on 4 Cores, Hyper Threading ON
Max Frequency without considering Turbo 2293.73 MHz (99.73 x [23])
Max TURBO Multiplier (if Enabled) with 1/2/3/4 Cores is 33x/32x/30x/30x
Real Current Frequency 1831.69 MHz [99.73 x 18.37] (Max of below)
Core [core-id] :Actual Freq (Mult.) C0% Halt(C1)% C3 % C6 %

I must have broken something during the update.
Any hints on where to look?
I will reboot using 4.9-34 and back to you lot on this.

[core-id] refers to core-id number in /proc/cpuinfo

Yup, some sort of compiler choice I must of made a mistake on.
Any thoughts on where to start the look?

I have the same problem since the upgrade to 4.9 (from 4.4), but only on warm start (reboot), not on cold start (shutdown and turn the pc back on).
With cpu frequency indicators configured for every thread in KDE's system monitor, there's a constant jumping between the possible frequencies after a cold start (if the pc is mostly idle). After a warm start, the frequencies are locked to a constant value near 3500 GHz - which is max without turbo. As if Intel pstates are disabled.
