have hdd & usb3 enclosure for it both brand new and as soon as I hook it up I get this in dmesg

whats worse is if I mount a partition - the light just doesn't stop blinking the disk is unresponsive cannot even unmount it.

P.Kosunen is probably on the right track, 2.5" drives tend to require a lot of power, my 2.5" HD (USB2) I power with a 2 to 1 USB cable for that reason, the extra USB connection provides additional power. There are also USB to power connectors shipped with some USB cases, these take USB power from the BUS to the power connector for the HD. Some also come with a power addaptor. If you have one or other of these then test.

Anyhow, you should post the output of the following:

It might also be a good idea to see what the link_power_management_policy is ... the following should probably cover it

Rubuild your kernel with the debug option off. The logspam is interfering with normal operation.

Debug options, with few exceptions,
Code:
CONFIG_EXT4_DEBUG=y
are for people working on the code.
Turn off all the DEBUG options you don't actually need.
