1) Man page wiki mentions:

LINGUAS="de"
whereas eix reports:

sys-apps/man-pages
     Available versions:  4.14^b ~4.15^b ~4.16^b {nls L10N="da de fr it ja nl pl ru zh-CN"}

Which of the two variables LINGUAS & L10N are required?
1.1) Are many languages allowed?
2) Man page wiki mentions:
Code:
/etc/portage/make.conf: No man page example
FEATURES="noman"
Is portage sensitive to package level redefinition, i.e. /etc/portage/packages.env?

Not sure I really understand your question(s), however, the following should explain LINGUAS/L10N

So the wiki should be updated, if I understand well...
Oops my bad, likely went too quickly through https://wiki.gentoo.org/wiki/Localization/Guidewhich shows multiple languages definition.

One question remaining: would it work to redefine FEATURES variable at package level, in order to have some installed with man support, others with none.

CaptainBlood ... yes, that will work, but you should consider which will be the greater 'noman' or '-noman' (as it'll cut down the number of entries required), so for example:

/etc/portage/make.conf:
FEATURES="noman"

/etc/portage/env/man.conf:
FEATURES="-noman"

/etc/portage/package.env/man.package.env:
foo/bar man.conf

That will provide man pages for 'foo/bar' ... all others will be 'noman'. You could do it the other way around, and have FEATURES="noman" in env/man.conf, but then you need to make an entry for every package where you don't want man pages ... and it might be shorter to have FEATURES="noman" as the default.
