Problem compiling opensc-0.18.0 amd64

My system is trying to update opensc to version 0.18.0 from 0.16.0
0.16.0 was installed without issue.
However, I get a compile error with 0.18.0
gcc is version 7.3.0


extract from build file below:

I can see some comments about items rejected by the pre-processor. I do pcsc-lite-1.8.23 installed (and needed for yubi smart keys)

Can someone give me some pointers as to how to resolve this error. It has been present for a couple of weeks now and I cannot find any current issues in bigzilla etc.
