You probably need a /etc/layman/overlays/repositories.xml.
You can contact the owner with a pull request or create the repositories.xml for yourself.
For example:

/etc/layman/overlays # cat mike-repositories.xml wrote:

<repositories encoding="unicode" version="1.1">
<repo priority="50" quality="experimental">
<name>mike-overlay</name>
<description>Ebuilds to install mike-overlay on Gentoo</description>
<homepage>https://github.com/ssmike/overlay</homepage>
<owner>
<email>surinmike@gmail.com</email>
<name>ssmike</name>
</owner>
<source type="git">https://github.com/ssmike/overlay</source>
</repo>
</repositories>

i added that and now? i tried layman -S and it doesnt pull it
layman -a mike-overlay did the trick.
how do i mask all the packages in the overlay and permit only one?
this should do it right?
Code:
*/*::mike-overlay

in package.mask

You can create a localrepo and copy the desired ebuilds there.
location: /usr/local/portage
masters: gentoo
