I'm trying to use flatpak-builder to build an app for the Librem 5. I first posted on the Purism forums looking for help, but it seems the issue is specific to Gentoo. In that thread I ended it saying the problem was that I wasn't using systemd (flatpak-builder works fine on Fedora), but I'm skeptical of that conclusion now, and I'd prefer not to use a VM for development if possible.
Since my post in the other forum, the dependency on systemd in the flatpak overlay has been removed completely but I'm still unable to build with flatpak-builder. I even tried removing the version from the overlay and building from source straight from the Flatpak Github repository, but I still get the same error. The app uses meson and then ninja to build, and these work fine when run manually.

The directions for building the app can be found on the Purism website. I've replicated an abbreviated version of them here:

The error I get is "bwrap: execvp meson: No such file or directory."
