As anyone experienced this issue?; genkernel fails to build kernel with initramfs. The log shows

Where's genkernel's TMPDIR located on? Error is

Your "emerge --info" says you are using hardened. Make sure executable files are allowed and nothing gets stripped or set TMPDIR to location where executables are allowed.

I place Portage TMPDIR on tmpfs. Here's my /etc/fstab
I remount /boot and /usr as rw before attemtping a kernel upgrade.

Ah thank you very much. That's resolved the blocker.
That's the frist time that noexec on /var/tmp has being an issue for my kernel upgrade or anything else.

So it must be the first time you are using genkernel and/or genkernel with --lvm because even previous genkernel-3 was calling LVM's configure script: https://gitweb.gentoo.org/proj/genkernel.git/tree/gen_compile.sh?h=v3.5.3.3#n515

Strangely I've always called

genkernel --lvm --microcode --install initramfs


I thought the problem may have something to do with the "Genkernel 4 changed default filenames" 2019-12-30-genkernel-4-default-filenames update.
