after all the setup the first thing u do is mkdir -p /mnt/gentoo
i have this partition setup...
/dev/sdb1 - partition map ~
/dev/sdb2 - bootstrap 800k
/dev/sdb3 - swap 1.25G (equal to my RAM)
/dev/sdb4 - root 70GB

what other commands should i type when i mount other than...
mount /dev/sdb4 /mnt/gentoo
mkdir /mnt/gentoo/boot - i never mounted this... do i mount it on the root?
[mount /dev/sdb4 /mnt/gentoo/boot]
mkdir /mnt/gentoo/proc
mount -t proc none /mnt/gentoo/proc

is that all i need? or do i need to do...

mount /dev/sdb4 /
mount /dev/sdb4 /usr
mount /dev/sdb4 /home
etc
etc

Just follow the instructions and you'll be fine.

Don't bother with a separate /boot partition on PPC. So skip the [mount /dev/sdb4 /mnt/gentoo/boot] .

If it's your first time in Linux or Gentoo, dont worry about separate /usr, /var etc partitons - stick with one large / for now :D

That leaves you with:

mount /dev/sdb4 /mnt/gentoo
mkdir /mnt/gentoo/boot
mkdir /mnt/gentoo/proc
mount -t proc none /mnt/gentoo/proc

It is important that while following the install handbook that you don't overcomplicate things.

The handbook was written with detail in mind; it takes nothing for granted and the examples it provides are often exactly what you will have to type (to the keystroke).
