This baffled me for a few days: I kept getting this behaviour from the CPAN modules:
Code:

Resolving ftp.perl.org... 212.13.199.135
Connecting to ftp.perl.org[212.13.199.135]:21... connected.
Logging in as anonymous ... Logged in!
==> SYST ... done.    ==> PWD ... done.
==> TYPE I ... done.  ==> CWD /pub/CPAN ... done.
==> PORT ...
Invalid PORT.
Retrying.

Turns out that I need to use passive FTP (which means I have misconfigured something with my firewall, but never mind). How to get it? First, emerge dev-perl/libnet. Then edit it's config file with something like
Code:

nano -w /usr/lib/perl5/vendor_perl/5.8.2/Net/libnet.cfg

Beware of the version number. Change the line
Code:

        'ftp_int_passive' => 0,

to
Code:

        'ftp_int_passive' => 1,

and you should be set.
