betweenthe mirrors and this other site with mini-minimum-ppc and everything im confused onn which stage to get and everything...
everytime i have attempted installing when i try to expand the stage it says right at the end.... tar: Error exit delayed from previous errors... what do i do, im iso do i get where should i get it and where should i get my stage3 tarball?

I suppose you are following the documentation under http://www.gentoo.org/doc/en/handbook/handbook-ppc.xml

Choose a mirror from
http://www.gentoo.org/main/en/mirrors.xml
which is next to you. Change to subdirectory releases/ppc/2004.1/livecd/. Notice that this is a differnet path than in the documentation... you want the install-ppc-universal-2004.1.iso
Burn it on cd and boot from it.
Follow the docu to the point of installing the stage tarball.
You don't have to download the tarball from the internet, there is a stage3 tarball
under /mnt/cdrom/stages/ (see section 5.c.)

Just do tar -xvjpf /mnt/cdrom/stages/stage3-ppc-20040412.tar.bz2.

i do want the ppc64 bit not the ppc universal... that is only 32bit
i see there is a 2004.2 in development with the stages there should i go ahead and try that?

Have you read https://forums.gentoo.org/viewtopic.php?t=167465&sid=ce6bc5676338b4857a321601162da6e5? Have a special look at the post from pvdabeel Sat May 01, 2004 7:36 pm.
Nonetheless the error message can be ignored, it is only because the /proc/ filesystem is generated dynamicly by the kernel so there is no "real" data to extract.
