The instructions reference available G3 kernels, but I can't find them on either of the two most recent distributions (and I had to bittorrent 2004.2, just to find them missing there too).

Any help would be greatly appreciated!

I think you can just use the G4 kernels.

Any ideas on what kernel arguments should be passed to the G4 kernel for a PowerBook Wallstreet (old world)?

Here's the solution to booting an oldworld PowerBook Wallstreet from the newest 2004.2 CDs.

1) Use the G4 kernel and ramdisk ... install them per the BootX instructions in the PPC handbook.
2) The additional kernel arguments are:

rw init=/linuxrc cdroot looptype=gcloop video=atyfb:1024x768@75

3) The Ethernet interface was detected but not set-up ... just run:

net-setup eth0

per the handbook to connect to your network.
4) Follow the instructions in the handbook starting at "And when you're booted..." to complete your installation.
