passwd change for root not working

I have used several methods to change the root password including booting off the live cd and entering passwd after chroot.
It says password successfully changed but when i reboot and try to login as root, i get Login Incorrect
is it possible that the system is looking in the wrong place for the root pw? or is root somehow locked?

I viewed the /etc/shadow in hopes of being able to visually confirm the new password was set there but the root: is encrypted into values i can't understand.

if all else fails, is there a way to create a superuser using useradd so that no permissions are denied?

i am using 2005.0-ix86-gentoo-r3
menuconfig (not genkernel) and grub bootloader
in case that info helps

I have also tried editing the kernel line under grub using single as well as /bin/sh and /bin/bash. These give me authentication errors when attemtping to change passwd.

I can however log in using a restricted user account i created during installation but that account dosnt even have wheel permissions set

my guess is that /etc/securetty is set so that root login is disabled from any terminals you try to login from. it's better to su to root rather than login as root anyway (a person must then need to know TWO passwords to gain access to root), so use usermod -G wheel <user> to let them su. That's the way i'd do it, but if you want to login in as root check /etc/securetty and /etc/login.defs

I checked the securetty file and it was set tts/0 so i guess that means root is supposed to be able to log in
also checked login.defs and as far as i could see everything looked fine. I'm no expert of course.

I was able to -G wheel to my other user then su in as root :D
