I'm a long time gentoo user (don't let the n00b label fool you), and i always wondered why there wasn't a package.cflags file which would allow the user to set custom cflags for whatever program they choose to list.

Unless i'm just missing a chunck of portage's manpage, there is no option at all similar to this. Seems sort of odd actually... id love to compile certain apps with "-O2 -march=xx" and others with my standard, more complex cflags....

Any chance of something like that happening?

It's come up before - these threads should help you:

Somethig like package.use for CFLAGS?
distclean and per package CFLAGS in portage...
/etc/portage/package.c{,xx}flags features - v1.0_rc1
