You can add some more flags according to
Code:
man gcc

Because the Celeron-M-Core is based on a Pentium-M, I'd try -march=pentium-m.

If you use -march=pentium3, don't forget -msse2, otherwise you won't use the SSE2 instruction set of your CPU.

Hmmm... I had a pretty well running system on a Pentium-M with -march=pentium4, so I'd say, if your system runs quite well, change your cflags and from now on you will emerge packages with your new flags. It's not important, that all your packages are compiled with the same CFLAGS.

But if you want to rebuild all your packages with the new CFLAGS, you can use emerge -e world for recompiling your whole packages. It takes a long time, but the maintaining efford is nearly zero. (If you want a clean rebuild of your system, you can use emerge -e system twice and afterwards emerge -e world twice - so your packages are compiled against a clean toolchain. - It's just a matter of time you have... ;) )

edit: The option --newuse regards only to USE-Flags. So, if the useflags for a certain package have changed, it will be recompiled by using --newuse.

If it's not a Pentium 4 M (and it'll state exactly that on the notebook) do not use pentium4m, use pentium3 or pentium-m (p-m only in gcc 3.4.x and up). The P4 has some instructions that are not in the P3/PM/Celeron M instruction set that will compile, but then give you 'Illegal Instruction' when you attempt to execute. I highly suggest that if you have compiled the toolchain with that arch set, you attempt to rebuild it and redo all the P4M optimized packages, as you will get unexpected exploding binaries :)
