I used my Gentoo system for building a very small Linux system based on Tiny Gentoo (busybox, uclibc). However, I need to install Python on my tiny system but the Python ebuild pulls in portage and bash. Is there a way of installing python without having portage and bash as a dependency?

Well, python itself doesn't depend on portage or bash, it depends on python-updater, which depends on portage, which depends on bash (actually most items in your listing are deps of portage, not python). So the only thing you have to get rid of is the python-updater dep in python, either via a customized python ebuild, or by using package.provided in combination with PORTAGE_CONFIGROOT.

Thanks, I got it sorted in the end by building a custom ebuild and made the crap that it pulls in very small. Now I have my Linux, my python app and python with ssl or running and booting from less than 20Mb. I can probably get it down a bit more with a bit of tidying up and tweaking.
