can not seem to get sys-apps/portage-2.2_rc11 or higher

I'm attempting install kde4 but i cant seem to get portage upgraded, i got it upgraded to.
[I--] [ ~] sys-apps/portage-2.1.6.7 (0)

i read somewhere, that this version should work for installing kde4. Every attempt at emerging any of the kde4 sets fails.
emerge -av @kdebase
!!! '@kdebase' is not a valid package atom.

or if I do a

emerge -av kde-base/kdebase-meta
the system wants to install 3.5.9

Ok, this is what i have done.
added these lines
/etc/portage/package.unmask
Code:
      ~sys-apps/portage-2.2
      kde-base/kdebase-meta:kde-4
      a bunch more of the kde4 packages

/etc/portage/package.keywords
Code:
      <=sys-apps/portage-2.2 ~x86
      kde-base/kdebase-meta:kde-4 ~x86
      a bunch more of the kde4 packages

And downloaded kde-testing sets and unzipped to /etc/portage/sets

layman -a kde-testing

/etc/make.conf
this box is a fairly clean there has been no kde installed yet. I'm using the +kdeprefix flag.

I am unclear on if i need to define a PORTDIR_OVERLAY in make.conf, so it is undefined at the moment. I 'think' layman takes care of that, not sure though

I can seem to figure out, what is going on. If some one would be kind enough to point what the deal is, so i can get the ball rolling. that would be great

I would call that a big downgrade.

That is wrong.

Use this in your package.keywords instead:
Code:
=sys-apps/portage-2.2* ~x86

And then
Code:
echo "<sys-apps/portage-2.2" >> /etc/portage/package.mask

If it is unclear then you do not. I mean you will only need this if you created you own local portage overlay.

first off thanks

i make the changes that you suggested but...
now when i do a
emerge -avuNDt portage
!!! The following installed packages are masked:
- sys-apps/portage-2.1.6.7 (masked by: package.mask)

the system was last synced mid last week. i pound out a portage line in the package.mask file. Reran the emerge update again, it want to downgrade even further.

Try

Code:
emerge =sys-apps/portage-2.2*

and see what the problem is.

emerge =sys-apps/portage-2.2*
Calculating dependencies... done!

!!! All ebuilds that could satisfy "=sys-apps/portage-2.2*" have been masked.
!!! One of the following masked packages is required to complete your request:
- sys-apps/portage-2.2_rc23 (masked by: package.mask)
- sys-apps/portage-2.2_rc20 (masked by: package.mask)

For more information, see the MASKED PACKAGES section in the emerge
man page or refer to the Gentoo Handbook.

shouldn't the keywords/umask files unmasked ?

The package unmask should have took care of it but do this instead.

Code:
echo "=sys-apps/portage-2.2*" >> /etc/portage/package.unmask

I avoid using the ~category/package-version since there are cases it does not work. I believe _rc is one such case.
