I have the mysql use flag set and I am getting:

dev-db/mysql-community is blocking devidb/mysql
dev-db/mysql is blocking dev-db/mysql-community

I'm trying to emerge KDM.

EDIT solved - emerging mysql killed the loop.

A more general solution to the underlying problem is planned.

The official work around is to mask whichever of dev-db/mysql-community or dev-db/mysql is not to be installed.

Merged the above post and moved the result from Installing Gentoo to Portage & Programming, as this is fundamentally a Portage problem.
