The top level menu "Code maturity level options" has been removed and the option 'Prompt for development and/or incomplete code/drivers' has been moved into the 'General Setup' menu

If you want to search for an option like CONFIG_HOTPLUG, you can use the basic search system offered by menuconfig.

otherwise you can search through the Kconfig files:

./arch/blackfin/Kconfig:        bool "Support for hot-pluggable device"
./arch/x86/Kconfig:     bool "Support for hot-pluggable CPUs"
./arch/ia64/Kconfig:    bool "Support for hot-pluggable CPUs (EXPERIMENTAL)"
./arch/xtensa/Kconfig:  bool "Support for hot-pluggable devices"
./arch/s390/Kconfig:    bool "Support for hot-pluggable CPUs"


then you can open the Konfig file, in which you have found the search text ( in this example the "./init/Kconfig" file ). There you will find further information, like the default value, "depends on" options, and which options must be selected to have this option shown up in the menu:
init/Kconfig wrote:

bool "Support for hot-pluggable devices" if EMBEDDED

This option is provided for the case where no hotplug or uevent
capabilities is wanted by the kernel. You should only consider
disabling this option for embedded systems that do not use modules, a

Here you will see the Name of this option ( "HOTPLUG"), that this option is "on" (y) per default and will only be shown, if the option "EMBEDDED" is selected.
Now you have the name of the option and can use the search system in menuconfig:

│ Depends on: EMBEDDED │
│ Location: │

So, the answere to your question is: You will find "Support for hot-pluggable devices" in the sub menu "Configure standard kernel features..." found in the top level menu "General setup" if you configure this sub menu. But you don't need to do this, because this option is "on" per default
