Can someone please provide a complete procedure for installing GNOME3? The guides I have seen are incomplete, outdated, or conflict with each other.

Some sites say symlink all of the config files, but others say copy some. Exactly where should all the files be placed?

Should I globally include, exclude, or omit the following USE flags: introspection, gtk, gtk3, gtk+

Is 'gnome' the only overlay I need to add?

Yes the gnome overlay is the only one you will need.
#gentoo-desktop is the best place for the latest information.
Here is the latest GNOME3.2 I changed the colors for a Gentoo look.

Are you currently running arch ~ ?
I would suggest using the latest portage.
Code:

cat /etc/portage/package.keywords/portage
sys-apps/portage **

Code:

cat /etc/portage/package.unmask
sys-apps/portage

Only because the output will help to figure out the blocks.
I can post my /etc/portage/* files tomorrow if needed, I just installed 3.2 on two boxes so its still some what fresh on my mind but it did take some manual intervention :)

I finally figured it out!

... apparently the overlay doesn't play nicely with the desktop/gnome profile.

After switching to just desktop, I had no problems emerging.

I didn't even need any extra packages unmasked.
