Well, kernel.org had been hacked recently so it had been down for several weeks. 3.1_rcN had to rely to Linus' github.com mirror for a few rcN untill two weeks, maybe three or more, ago. kernel.org is up again since a few weeks but the whole old stuff is not online again. I don't remember who is maintaining that package but you could easily copy an ebuild to your local overlay and edit it to get going. Else, if you want to use git to fetch linux.git (500MB of space for a bare clone), you could grab an ebuild from my[bar-]overlay and change it to your liking if you see fit. I had previously a git-sources-3.1_rcN.ebuild, so you could get one with little editing effort! just consult the commits page to be able to get one easily. I decided not to follow that relentless rcN release per week especially with the huge diffstat of 3.2_rc1 tree. If interested, just follow my signature.

Whats the point of using an ebuild for git sources anyway?
Just git clone git://git.kernel.org/pub/scm/linux/kernel/git/torvalds/linux.git /usr/src/linux-scm

Beats me. Being able to manage your tree with portage? so leaving portage to clean up old rcN? add a few custom automated stuff? using a bare clone (<500MB) if you do not need the whole (<1GB) tree? ... ?

NOTE: official git-sources are usual sources meaning tarball+patches...

Portage does nothing for you but download and untar.
Unless you never actually build the kernel you have to manually clean the src directory anyways. Same goes for the modules dir and the image from boot.
As for size I don't know - you either have the stuff in /usr/portage/distfiles or /usr/src.
Plus portage downloads everything everytime.

I had the same problem.
I tracked it back to curl-7.21.4 having problem using nss.
Building curl without nss helped to make git work with https again (which stopped work earlier, but i switched to git-urls and didn't bother search for the cause).
