I have found that kernel 3.12 has no conservative and ondemand ,but 3.11 does.
Both versions has the same .config file.
My cpu is i7-4700qm
Does someone has the same problem?

You're probably using the intel_pstate driver. This driver does not use the cpufreq governors, it has two internal governors - powersave and performance. There's no reason to use performance, so just use powersave, which is the default.

As for why you're seeing a difference between 3.11 and 3.12, you have a Haswell processor, intel_pstate did not have Haswell support in 3.11, but it does in 3.12

cat /proc/cpuinfo shows that all the cpus' frequency are at least 2400MHz when using intel_pstate driver.Is this OK?
