I am trying to override the rules for a single key without having to copy the entire /lib/udev/rules.d/95-keymap.rules file to /etc/udev/rules.d/95-keymap.rules.

I created /etc/udev/rules.d/98-microsoft-4000.rules that has no effect:

This hacked copy seems to work at the office, again does not work at home. The hardware is identical and the system configuration is nearly the same.

Do just that and edit!
I am not sure if the rules of udev behave like
first fits - first wins
which would let your solution without effect.
Naming a file the exactly same name in /etc/udev as in /lib/udev will ignore in result the /lib/udev file.
