In the amd64 handbook instructions, after mounting /proc, /sys, and /dev you are able to "chroot" into your new system. At what point do you exit the chroot environment? Do I configure/compile the kernel/modules? Then what follows?

when you reach this part in the handbook:

Exit the chrooted environment and unmount all mounted partitions. Then type in that one magical command you have been waiting for: reboot.

It may be the Bash shell that have change the prompt. But you stay in the chroot of your Gentoo installation until you type exit or press the Ctrl+d keys. If you want to be sure that you are in the Gentoo chroot just type

ls /etc/gentoo-release

If the file exist, you are in the Gentoo chroot, unless your host distribution is Gentoo based. The prompt of a chroot is most of the time different than the prompt of the host.
You can try the command
Code:
lsb_release -ds

to know where you are.

happened to implement the profile and environment changes you made.
When you initially executed "chroot /mnt/gentoo /bin/bash" and entered the chroot; you followed with "source /etc/profile
export PS1="(chroot) $PS1" " to set the profile and label the prompt as being in the chroot.
Code:
export PS1="(chroot) $PS1"
will restore the reminder.
