Ideally I tried to locate all the same version numbers for the common 3 files

install-amd64-minimal-Version.iso
stage3-amd64-Version.tar.bz2
portage-Version.tar.bz2

For example right now 20140724 is only available for install-amd64 and stage3, portage does not have that version, should I get 20140730 for portage and mix?
Seems like the only option.

No, it does not matter, so long as none of the components are too out of date. As part of the install process, anything that is out of date will be upgraded.
